Yes, in Italy it is perfectly legal to drive a car registered to another person, as long as the vehicle is properly insured and has passed any required inspections. The driver does not have to be the registered owner.

However, there are specific situations where you must notify the Department of Motor Vehicles (DMV), or risk an administrative fine.

When Must You Report to the National Vehicle Archive (ANV)?

According to Article 94, paragraph 4-bis of the Italian Highway Code, you must notify the DMV if you continuously use a vehicle registered to someone else for more than 30 days in the following situations:

  • The vehicle is for exclusive use by someone other than the owner.

  • company car is permanently assigned to an employee.

  • The vehicle is loaned for long-term use, even free of charge.

In these cases, the user’s name must be registered in the National Vehicle Archive (ANV) by contacting the Civil Motorization Offices.

What Happens If You Don’t Report Extended Use?

Failing to notify the DMV may result in:

  • An administrative fine ranging from $705 to $3,526

  • Withdrawal of the vehicle’s registration document until the issue is resolved
